Executive Summary
Infrastructure, Fixed Voice and Data
Western Europe has perhaps the densest and most advanced telecommunications network of any region in the world. All countries in the region have dense PSTN networks, constructed over the twentieth century by publicly owned national incumbents. Since the 1980s, rival networks have been constructed, with the development of ISDN, mobile telephony, data, cable TV and fibre networks. New technologies, including wireless networks, power line communications, Third generation (3G) mobile networks and satellite broadband, add to the mix in the twenty-first century.
A key development in the first decade of the twenty-first century is the gradual deployment of Next Generation Networks (NGN) moving to a packet-based, full service typology. Networks based on fibre backbone and Internet Protocol (IP) are being deployed, using a single transport network for all voice and data services. BT was the first incumbent in the region to formally state its plans for its ¡°21st Century Network¡± in June 2004, declaring that the network would be fully migrated by 2009.
International Internet bandwidth growth reaccelerated in 2003, with capacity expanding 74% after it slowed to 38% in 2002, according to data released by research firm TeleGeography it its ¡°Global Internet Geography 2004¡±. This marks a partial recovery to pre-crash growth rates. Since the invention of the web browser, international IP bandwidth deployments have more than doubled each year until 2002. Europe¡¯s accelerating broadband growth looks set to reignite demand for bandwidth, as new applications and services are deployed using IP networks.
The maturing Internet markets of Europe contributed most directly to the global deceleration of international Internet capacity growth, according to TeleGeography. Europe, which accounted for 82% of the world¡¯s cross-border bandwidth in 2002, experienced an international capacity increase of only 35%, a steep decline from the 191% growth rate recorded in 2001. Although the European market recovered markedly in 2003, expanding 67%, it was still the slowest growing region in the world and now accounts for 78% of international bandwidth.
Internet bandwidth in Europe in 2000 was 232,317Mb/s, in 2001 it increased to 675,348Mb/s, and it in 2002 it was 909,159Mb/s. Bandwidth in 2003 was estimated to be 1,518,364Mb/s. Prices for bandwidth continue to decline, although price differentials between countries and cities remain much more severe than in the US.
