Market Overview
The Colombian chemical and petrochemical industry is one of the largest and most complex sectors in Colombia. The nation's petrochemical polymer-processing units have a production capacity of 600,000 tonnes per annum (tpa). The nameplate ethylene capacity is 100,000tpa. Major players in the petrochemical industry include the state-run oil company Empresa Colombiana de Petroleos (Ecopetrol), along with Petroquimica Colombiana (Petco), Monomeros Colombo Venezolanos, Polipropileno del Caribe (Propilco) and Dow Quimica de Colombia.
Business Development
The demand for petrochemical products has been increasing steadily and the companies are trying to sustain the demand in the long term. US-based Dow Chemical and Chevron Phillips Chemical formed a styrenics joint venture and Dow contributed the polystyrene (PS) plant at Cartagena in Colombia along with other plants it owns elsewhere. In April 2007, Venezuela-based Pequiven acquired the 5.5% stake held by Netherlands-based Royal DSM NV in Monomeros Colombo Venezolanos to gain 100% control of the firm. In March 2007, Mexico-based Mexichem acquired 100% stake in Petco at a cost of US$200mn. Furthermore, the capacity of the Cartagena refinery is being expanded from 80,000 barrels per day (b/d) to 140,000b/d.
Foreign Direct Investment
According to Colombian central bank Banco de la Republica, foreign direct investment (FDI) in Colombia increased from US$1.99bn in Q107 to US$ 2.11bn in Q207. Total direct investment for H107 was US$4.11bn, an increase of 43% y-o-y. There was a 34% y-o-y decrease in FDI in the non-oil sectors, from US$1.36bn in H106 to US$895mn in H107. This was counterbalanced by a substantial increase in investment in the oil sector, which grew by 93% y-o-y, from US$631mn in H106 to US$1.22bn in H107.
Privatisation Plans
The Colombian government plans to privatise Ecopetrol to facilitate new exploration activities in the nation. The sale of a 20% stake in the company to generate US$5bn was approved by the energy committees of Colombia's two houses of congress. Ecopetrol recently held its maiden initial public offering (IPO) and raised about US$3.3bn. It also plans to raise capital on the US stock exchanges and hold one more stock offering in Colombia. Colombia intends to insulate its petrochemical and allied industries from the fluctuations in international oil prices by establishment of a special fund.
