Luxembourg has the highest mobile penetration rate in Europe, while broadband take-up is on a par with the EU average. Although the market was liberalised in 1998, the country has been slow to implement regulatory reform. The incumbent, P&T Luxembourg, still dominates all market sectors. Broadband take-up developed in earnest from 2002 with improved DSL infrastructure and the launch of the first digitised cable modem services. P&T’s monopoly of 3G services, launched in 2003, was short-lived, with competing services soon opened by Tango and LuXcommunications, both now owned by foreign operators. This report analyses the major aspects of the telecoms market in Luxembourg in 2008, providing statistics for the fixed telephony, mobile, Internet, broadband and TV sectors, including broadband forecasts to 2015. Additional information is provided on the key regulatory issues, noting the status of interconnection, Local Loop Unbundling, number portability and carrier preselection.
