摘要

The newly independent East Timor is in the process of rebuilding its entire infrastructure after the turbulence that ensued after the referendum of 1999. It has been a slow and difficult process. The United Nations Transitional Administration in East Timor (UNTAET) provided overall administrative and financial assistance during the transition period until elections were held in April 2002. Telstra operated telecommunications services until Timor Telecom, took over in March 2003. This report looks at the telecom sector in East Timor, noting that it remains difficult to obtain accurate, up to date statistics. (It is further noted that East Timor has only just been listed as a member of the ITU.)
