摘要

Although Cuba’s economy has grown by over 40% since 2004, Cuba still has the lowest mobile phone and Internet penetration in Latin America, and is among the five lowest in terms of fixed-line teledensity. The government has blamed the US trade embargo for the country’s poor telecom development, which has, for instance, prevented the deployment of submarine fibre optic cables. However, the government-controlled Etecsa holds a monopoly in both fixed and mobile services. Accordingly, mobile prices remain substantially higher than the average wage. In addition, Cubans cannot legally buy a computer or subscribe to an ISP without having a government permit. The retirement of President Castro in February 2008 brought some promise of liberalisation of the telecommunications sector, with the new president, Raul Castro, issuing a decree a month later allowing ordinary Cubans to legally own mobile phones for the first time. This report provides an overview and key statistics of Cuba’s fixed line, Internet and mobile communications sectors.
